Your account is locked

When I turn on my Mac mini, I get a message that my account is locked. Try again in 2 hours. My computer is not password protected.

Your user password, is the same one that is required for System Preferences/Settings.

Then if you can not reset your user password, see > https://support.apple.com/en-us/HT212190
