Cursor doesn't change to hand occasionally while using Google Chrome, how come?

I started having this problem while using chrome incognito mode on my M1 2020 macbook air. I tried shutting down the browser then shutting down the laptop and restarting. It would work for a bit when I restarted chrome, but today I had the same problem while using chrome in regular mode. I am just about to try uninstalling chrome, but I could use a solution without doing that.
