My phone has 32 GB of storage in the phone and it says I have 31.4 used and storage is full. But if I add everything in the phone together it’s only about 16.2 GB including the system requirements. How do I reclaim the missing 15.6 GB of space. I’ve just about deleted everything extra. And the lost space seems to be expanding as I delete things

Be sure to also try scrolling all the way to the bottom of Settings > General > iPhone Storage as this can help to show the storage used by System Data/Other.
In some instances restarting the device can also help, if the added System Data/Other storage doesn't account for the remaining storage: Restart your iPhone - Apple Support
Also ensure the device is using the latest fixes/improvements by checking for any iOS updates: Update your iPhone or iPad - Apple Support
