My apple ID in my settings is through a gmail but when I go to download an app it asks me to put in the apple ID password for a hotmail

Do you have multiple Apple IDs? If yes then it is possible you have set up the iTunes and App stores to use the other one.

In iOS/iPadOS: Go to Settings > [your Apple ID] > Media & Purchases. Sign out of the current ID and sign in with a different one.
