Why cant I find my downloaded music with the new IOS 17.0.3?

I'm trying to listen to music while I'm in areas I don't have the best service in or for work while im on the plane and no matter what I do my downloaded library of songs doesn't appear. I've deleted my music app, unchecked and unchecked it to appear on my categories for the apple music app in the library tab. Lastly, I even shut it off and turned it back on but still nothing.
