iCloud photos from June and July 2023 are missing from Photo Legacy on my laptop

For the longest time the Microsoft Photo app worked great with allowing me to view all my iCloud photos on my laptop/PC. Now there is a group of photos from June-August 2023 that are not showing up on my laptop in the Photo Legacy App. They are on my phone and safely stored in iCloud. Is there a way to re-synch my photos between the Microsoft Photo App and iCloud so all these photos will be visible on the Microsoft Photo app on my laptop/PC?
