Transfer new device with new cell provider

Hello. I have an iPhone XR that I’m replacing with a iPhone 14 plus. I’m also changing providers from T-mobile to Verizon. I cannot update my iOS system to 17 because of error 4000. I have tried on mobile connected to wifi, Bluetooth, and over 80% battery while plugged in. I have plugged my XR to my MacBook and tried updating there and same issue. I have over 10GB of storage. If I update after initiating the transfer of device info, it lags out after 45 minutes. iCloud is backed up but iOS update will not allow. Thanks!

Stop worrying about updating the old phone. Just select everything you want backed up to iCloud (How to back up your iPhone, iPad, and iPod touch - Apple Support) then when you set up the new phone select manual set up and when prompted select “restore from iCloud back up” and save yourself the hassle of updating the old phone.

Update Using a Computer and Ethernet:

Alternatively, you can use Ethernet through a computer.... To avoid this persistent notification on your iPhone, try updating via a computer. Go Here: Update your iPhone Using a Computer - User Tip.

If you cannot use Wi-Fi, then use Ethernet. On the computer, you would connect it through Ethernet, going directly into your router. For a Mac (or PC) that does not have Ethernet, this would be the adapter to use: Belkin USB-C to Gigabit Ethernet Adapter - Apple
