in the sign-in and security section on the email & phone numbers tab, i tried to add my number onto my id, but it wont let me as another account has had that number, that account however i had deleted and am using a new one.

then if i were to get a new number(with esim), how would the set up process of an iphone work.
i do have a new id, but it doesnt have a number on it yet(as a method to sign in, but i do have my current number as a trusted number), only an email.
can i use this id in the setup process, and then add the number onto the phone and the id once it is set up, or will i be required to have a number onto the id before i begin the setup?
