I purchased an iPhone 13 mini from my friend who, unfortunately, has the beginnings of dementia and cannot remember his ID or password. He went to a simpler type of phone and service.my question is can I activate this phone or not?

You can't, anyway you try it'll always ask for the Apple ID/password of the old owner. To be able to set it as a new iPhone the old owner should remove the iPhone from his account
