exlamation points by songs only in my phone playlist

I have songs that play just fine in my itunes library but will not play on my phone. when in the itunes library, if I click on the playlist from my iphone & click on certain songs, the exclamation pops up. But in the exact same playlist in my library on my computer (the exact playlist that I copied to my phone), it doesn't do that - it plays fine.

Is there a bug in IOS 16.5 that effects syncing songs from a PC itunes library? I've recently updated to IOS16.5 on my iPhone 12. In my PC iTunes library, I have 10689 songs in multiple playlists. After synching today my iPhone iTunes library only synched 9013 songs with the rest "grayed" out in my iPhone. I tried again and this time only 8798 synched. And yet again I synched and only 8733 synched. I've never had this problem with earlier IOS versions. All 10689 songs in my PC iTunes library are ticked to sync with my iPhone. Cannot sync playlists from iTunes with Apple Music on iPhone Title pretty much says it. I have an iTunes playlist that will not sync with my iPhone. iTunes playlists (windows 10) not appearing on iPhone 11 Pro Max I use a PC with Windows 10. I also have an iPhone 11 Pro Max. I have four music playlists on iTunes on the PC. The playlist files are all .m3u files. The song files are all .mp3 files. The song files sync to my iPhone, but the playlist files do not. I haven't found a fix browsing the web that doesn't require downloading a third-party app, which I'm reluctant to do. Can anyone help?

To clarify, what message or error do you receive when trying to play the synced playlist?

Also, are you an Apple Music subscriber? If so, ensure Sync Library is enabled as outlined here:

Use Sync Library with your Apple Music subscription - Apple Support
