I have tried .pdf and .png files but Preview does not allow me to adjust either size or color. I have re-started. Closed and re-opened Preview. I have tried exporting with a quartz file size reduction to see if that helped but it did not.

There is no Adjust Size or Color for PDFs in Preview either in Ventura 13.6.1 or Sonoma 14.1. I can resize and resample .png and .jpg images in Preview on Sonoma and Ventura without issue.
