Hi, I deleted an App about a year ago ( actually a dating app my husband downloaded) but yesterday it just randomly showed back up on my phone. We have a shared Apple ID. My question is if the app was removed on both of our phones could it just randomly appear a year later? Without either one of us reloading?

One of you had to have downloaded it. And, then, if your phone was set so that apps downloaded on any device with that Apple ID are downloaded on to all, it would appears. Perhaps it was downloaed by accident but no, apps don't just appear.
Sharing an Apple ID is going to cause all sorts of problems.

If you are using a backup that contains the app it'll come back
