How long does "Getting This Ready" typically take before data transfer?

I am trying to transfer my data from my iPhone 13 to my new iPhone 15 Pro Max. I have both phones turned on, laying 1/2” apart. The “getting things ready” notice has been running for about 45 minutes. This seems like a very long time. Am I just impatient?
