How do I change an Adult to child?
My 11 year old was set up in Family as an Adult. She needs to be a child. How do I change?

The only thing that determines an adult account form a child is the birthday set for the Apple ID.
Log in to the child's Apple ID at https://appleid.apple.com and change the birthday to the correct one.

Do note, the birthday only affects the Ask To Buy setting for the child. All other restrictions and limitations through Screen Time and Parental restrictions have no relation to the birth date and can be set for any age the same way.
