Why am I getting payment card errors in AppStore downloads on my iPhone?

Since 23.10 I can’t download apps in AppStore, Gives an error my linked payment card. Accordingly , I cannot pay for existing subscriptions to downloaded applications. There is money on the card and the card has not expired. In the settings, the red font says “fail" against my payment card. Although fortunately I can use it in stores, only in the app store I can't. How can I deal with it?
