is it possible to use an external hard drive to back up iPhone photos periodically?
I use iCloud for storing photos, but I would also like to put them on a hard drive.

Am I correct in assuming you don't have a Mac computer to use in the transfer and just want to go directly from your iPhone to a drive of some short?
If so there are devices available to plug into an iPhone to allow you to download all of the directly photos to it. This UTube video describes 2 of them: https://youtu.be/Wrzmeb_J1ew?si=qG1L2XTPsw0IsBQL
