Is there a way to have the option within the iPhone 15 Pro Max camera app to have any pictures taken in ProRAW Max format saved directly to an external device via the USB-C connection similar to when recording ProRes Video? Or even to iCloud Files? If not available via the iPhone Camera app is there a 3rd party app which provides an option of saving to external devices/cloud services?

There doesn't appear to be an option to save taken photos in ProRaw format directly to an external USB device. You can use iCloud Photos to access the original ProRAW files. For more details, click here: About Apple ProRAW.
You can download copies of your photos and videos from your device or iCloud.com by following the steps here: Archive or make copies of the information you store in iCloud.
