In Pages, the LOCK and UNLOCK are in Grey mode and cannot LOCK some picture
The Format Menue in Pages , Arrange shows the LOCK and the UNLOCK are in grey mode and not selectable… Thank you

That is normal when Object Placement on the Arrange panel is set to Move with Text. Switching to Stay on Pages reveals a Lock button on said Arrange panel for a selected document object.
