To recover something that was deleted, you'll need a backup that was done while the item(s) was still on the device. You can check for the last backup time in Settings > name at the top > iCloud > iCloud Backup > Device name.

Unfortunately, you will not be able to do this unless you have a backup of the old data on another device, like a hard drive, thumb drive, etc.
