I followed all the steps and got to the checkout screen. There, it only allows me to choose a state even though I don’t live in the US.

You'll note the reason you can't buy one is AppleCare plans are NOT available in Croatia. So there's just no way for you to buy one.

I bought it in iStyle, a licenced reseller here in Croatia
You can contact Apple Support even downloading the Apple Support app and see how to do it or you can contact iStyle and ask them
If you go back to iStyle, they can add Apple Care Protection for ADDITIONAL FEE, that is if you are still under Limited Protection, which is ONE YEAR FROM THE DAY OF PURCHASE. Best
If you go to Settings> General> About, can you see a coverage Apple Care+ offer?
I bought my iPhone 15 on 12/23. It comes with a Limited Warranty, which expires 12/2024. When I go to settings it shows me "There are 42 days left to add coverage for ACCIDENTAL DAMAGE, it does not mention Applecare. I guess that is how the cookies crumble in Croatia. Limited.

No, there isn’t one. That’s why I tried getting it directly from the Apple support website

It may well be, but when it comes to AppleCare plans they're not included.
