TikTok would almost certainly be using TestFlight for their betas, or would provide installation instructions, so whatever you’re considering installing here with iPhone developer mode is quite possibly malware.

Unrelated to the Apple Developer Mode setting, TikTok has their own developer mode, mentioned here: https://ads.tiktok.com/help/article/pixel-release-notes?lang=en

Are you developing apps?

If you are not, then developer mode won’t be enabled.

If you are, connect a Mac running Xcode to this iPhone via cable, and check again.
