No developer mode on iPadOS 17.2

Apple doesn’t document any means to enable Developer Mode, other than via a Mac.

So I figured out, that you don't have the "Developer Mode" option to enable if you haven't connected it to a Mac. But if you connect it to Xcode and get the error about "Enabling Developer Mode". Then, the option will now magically show up.
