I can’t find developer mode on my iPhone 11 pro

If you mean developer mode to run development builds of iOS apps and you do not see the option at Settings > Privacy & Security > Developer Mode, then you will first need to connect the iPhone to a Mac and launch Xcode.

Are you currently developing apps or do you need it for another reason?
