The following assumes the iPhone is running at least iOS 16, and preferably updated to current.

If the Developer Mode controls are not showing on iOS 16, then Developer Mode is not enabled.

To enable Developer Mode, connect the iPhone to a Mac running Xcode using a cable, and enable it.
