Stop billing me for I Tunes. I have never used nor approved this

This is a user to user forum, you are not addressing Apple here. We users are not billing you for anything.
The iTunes Store and the iTunes application on older Macs or PCs is free, it does not have a charge.
If there is a recurring charge on your account, you must have initiated it in some way, either by download an app with a free trial you forgot to cancel or by subscribing directly to an Apple service such as Apple Music or Apple TV+. It is definitely not for iTunes. Either way it cannot happen on its own, you and you alone must have initiated the recurring charge.
To find and cancel any recurring subscriptions please follow the steps in the support document linked below.
