After updating to ios sonoma on my mac book pro (2021), the external web cam I used to use are not working anymore. Some idea ? The only web cams recognized are the mac pro native web cam and iphone web cam.

What happens when you create a new Administrator user? do you still get this error? If not, then it it like an issue with the configurations of the current user. If so, then it is an issue of the macOS, in which case, you'd need to reinstall it. Once done troubleshooting with it, you can simply just trash this user you've just created.
C. Single-Out this Mac:
See if you get this error when you connect this device to a different computer (PC or MAC). If it doesn't work,t hen it may be an issue with the device itself. If not, then is is an issue with this Mac.
D. Reinstall the macOS:
Go Here: How to reinstall macOS from macOS Recovery - Apple Support. Important: Be certain to create a backup of your Mac prior to all of this. That way, you can have something to restore from the Mac from, should anything go wrong with the reinstall. Once reinstalled, try this once more.
E. Restore from a Backup:

So, know to always back up your Mac prior to making any major changes to it, successfully as au update. Make sure you have updated Sonoma to version 14.1 which was just released.
Make sure the Privacy section of the Security & Privacy System Settings is allowing macOS to access the camera and the relevant app. This permission may have been reset with the upgrade.
If the external camera requires third party software drivers to work, then make sure that software is completely up to date and fully compatible with macOS 14.x Sonoma. It can take third party manufacturers & developers weeks or months to update their products to work with a new OS.
You may need to contact the manufacturer of the external camera for assistance since it is their responsibility to make their third party product work with the OS (assuming they still support this camera).
