iCloud activation lock removal

I have submitted all of my documents that is provided by resellers to me and I already contact my resellers. And i have submitted all of my device bills and details to apple support team for iCloud activation lock removal but did not get any response from apple support!

You have posted to a user-to-user site. We are all users.....just like you. Apple is not here. No one here can help with your question.

I'm sorry, I have a little problem, my friend needs to unlock his iPhone, but there is a little problem, this iPhone, his Apple ID was unlocked by someone from Dr. Congo.
