Apple TV 3 box will not stay on

The box was unused for a while. I started it and it came on then went off. It didn't stay on long enough to allow me to enter or change the password. This is an endless on-off cycle that goes on forever. I did the usual reset procedures and nothing changed. This happens both when using wi-fi and cable connection. No way to perform an update. The box doesn't stay on long enough to do anything.

my apple tv will not continue to load, it says recovery by restart or restore, either choice does not help and it just go back to the same screen, help it just won't start, anytime a choose an app, it recycle back and goes back to main apps where if I even try to choose an app, it will just recycle back...nothing seems to work even if i choose reset all setting, it just recycle back to the same screen.

sounds like a hardware defect
