Installed update 17.1 on ipad mini. Opened to begin using. Hello appeared and Software update complete screen and continued with server selection. Next came Siri ... can't move from the Siri screen. She's frozen in place on my ipad! Should I day something in particular? What I asked she answered with "I cannot do that."

Try a forced-restart of your iPad - as this will often clear an isolated software issue:
Force restart iPad (models with Face ID or with Touch ID in the top button)
If your iPad doesn’t have the Home button, do the following:
Force restart iPad (models with the Home button)
Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.
I have the same problem on my iPad. Tried the "forced restart" approach many times - it still gets me to the "set up Siri" screen, locks up and becomes unresponsive. Has there been another solution identified for this yet? Until then, my iPad is essentially a brick.
