Can I copy only Contacts to new phone
My current phone setup has problems. If I do a full restore to the new phone, the problem will come with it. So can I copy over only my Contacts?

I don't think there is a way to do a selective restore of a backup.

You might be able to export all of the contacts from your old phone to iCloud, then import the contacts from there on your new phone.

Then you should make sure your contacts are synced to the cloud, restore your phone back to your factory settings and once you sign in your apple id after that, contacts will sync back to the device.

You can also download from the Apple Store a Contacts app, there are many, you can save your contacts in a file that can be transferred to another iPhone, but the quickest way is to sync contacts from the iCloud
OP here: I just talked with Apple Support on the phone. He said that I can go into iCloud and turn off everything (he told me how, but I'll need the Genius Bar to guide me) except Contacts. Then I can copy over only the Contacts to the new phone. Then I can set up the rest of the phone on my own.
...which is a big relief. I can reconstitute all my apps, but it would be a BIG pain to do it for all the Contacts.
