Currently my appleid have gmail domain and I want to migrate to iCloud as I am using all the apple services. I have created new iCloud email and when I tried to change my appleId to iCloud email, it is showing following message: "Apple ID Error: This email address cannot be used as an Apple ID at this time."
Can someone please help?

I would advise against using iCloud mail for an Apple ID. Should you have problems and not be able to get access to your account, nor will you be able to read the email Apple is sending you to help you with this.

I am not facing any issue while using appleId with gmail but I want to change as I have faced some issues while using multiple device.
