Why cant I email or text my photos now that I am on 17.0.3

I received through Messages a photo. I wanted. to share it -- it could not be delivered to any other person on Messages. I also noticed it did not share the photo with my MAC. I emailed it from the phone to myself. It just. sits there and cannot be delivered. I took a screen shot, thinking maybe it was in a format not liked by Apple. Not the case - even. a low rez jpg screenshot could not go anywhere. Any ideas? Is there a new setting I should become aware of that is different from the last system update?
