Screen Time turned off momentarily on phone restart

Having an issue with iOS Screen Time. After searching on the internet for a few hours, I only found one other person describing the same issue. On restart, the iPhone seems to not have Screen Time in effect for at least 1 minute, allowing complete bypass of all restrictions normally in place. I'm able to download apps, use apps, and delete them, even with the ability to download and delete apps turned off in settings, and the app in question blocked.

To be clear, I am NOT talking about the "One more minute" workaround that other people mention. It is not an issue of being able to delay screen time, it's an issue of it not being there at all upon start up.

Troubleshooting a Screen Time at Boot:

You iPhone seems to be lagging at boot. So, clear space.

Clear Space:

Try clearing internal storage though use of the following:

What Space to Clear:

A. Clear Temporary Internet Files:

Clear your Temporary Internet Files(Cookies & Cache) of Safari:

And...

B. Clean TV and Music Libraries:

Remove all unneeded files from your TV and Music Libraries. Full-Movies take up 2-4GB typically, and a bunch of those would take up a load of storage, ideally. So, if you have any movies that are not needed, then delete them.

And...

C. Rid of "System Data" (Formerly Called "Other"):

Back up your iPad, and then restore your iPad form a backup. For reference, refer to my User Tip:  Clear Other Storage on your iPhone or iPad - Apple Support

I have this same problem and have no idea how to fix it. I don’t think the answer here is the solution. Figure it out?

Re-Enable Screen Time:

Disable, then enable Screen Time. See if this all goes away.

Report this to Apple:

Sure it’s been reported on these forums a bit. Question is: “Just how many people have actually reported it directly to Apple?

Do your Part: Provide Apple with feedback on this, letting them know about this issue.  Apple may not get back to you directly, but the more feedback they receive on this, the more they will know what is occurring, and what bug fixes to include in updates to come. Apple will know nothing of you occurrences, if you don't report it to them.

  1. Go Here: Feedback - iPhone - Apple
  2. Select: "Bug Report" for the "Feedback Type"
  3. Comment: that this all began after installing an update. Include the URL of this thread
  4. Proceed from there as necessary
