Why no downloading of Security Updates over AT&T cellular.

It seems a little counter intuitive that Apple and/or AT&T are forcing those of us without home WiFi to go and try and find a potentially insecure public/private WiFi connection in order to download a software update?

For a brief time in the past, I was able to download over cellular as well as use my mobile hotspot to download Security Updates on my other hotspot connected devices.

Why does this capability come and go? Yes, I have Cellular set to “Allow more data on 5G”.

This is due to AT&T's network, it does not accept downloading huge packages like software updates are

It’s my data that I’m paying for. If I have it available, I should legally be allowed access to as much data as I want to use until I hit my limit. Seems a little negligent on AT&T’s part as far as consumer security goes and where in the terms is this notice of restricted data access?

I assumed it was probably AT&T denying us our paid for services.
