After upgrading my MacBook Air, continue to get the message when trying to view latest photos "Syncing with iCloud Paused - Mac Needs to Cool Down" even though it is NOT running hot, there are little to know apps, processes running that would even cause this issue. Only solution seems to be reboot or revisit Photos from my desktop another day (or view on my phone or iPad).

Hey, that's a thought - I too use my laptop with it closed (clamshell) but even to the touch it never feels warm or hot - but perhaps as you say some sensor, just sensing it's closed and assuming it's hot.
I had this issue back in April/ May after upgrading the software on my main Mac - the fan was running so hot I thought the Mac was about to explode. But have noticed things have settled now and have not had a repeat of the issue. Was this due to a subsequent IOS upgrade at all? Anyone know since Apple seem to have gone mute on this issue.
Getting sick of this as well. I can run any other program that would slam the CPU with no issues, but with almost nothing running on my computer it still thinks it is too hot just to get a few files off the cloud. What a PITA...
I noticed this problem today. Turned off the machine for about 15 minutes. Started it up, and the "needs to cool down" message was replaced with "synched just now".
Ten minutes later, it's back to "needs to cool down".

I can verify that this solution works. I use an app called "Macs Fan Control" so that I can manually throttle the speed of my MacBook Air (Retina, 13-inch, 2019).
After reducing my fan speed to 3000 RPM from ≥4000 RPM, Photos automatically started syncing without any further action.
Me too. I have the temp on top bar and 40C is the max I have seen while doing a full back up that has been going for over 10 hours. 40C is well below the range of my MacAir 2020

I got it to restart by putting my Mac on my hubby's HP laptop that's not switched on (metal covers). Let' see, if it actually starts showing new photos.

how do you put up the fan and what kind of fan?
Today is 5/31/24 and I have the same problem on my imac, which is definitely not running hot.

Zero fan noise (so presumably the processor fan is not trying to "cool down" hardware?

Same issue here. Just started in the last month. Photos up til May 28th synced...nothing after that and continue to get the 'mac is too hot' warning. MacAir 2020.
I have 3 fans blowing on my mac for over 1.5 hours still need to cool down?? Never had this issue before
