See if this does the trick…

Enable Files and iCloud Drive in Cellular:

1. Go to: Settings
2. Tap: Cellular
3. Scroll: to CELLULAR DATA
4. Tap: Files (so this it is green)
5. Tap: iCloud Drive (so that it is green)

I have the same problem as Yookie, I don’t have a switch for Files in Cellular data. I’ve looked 10 times, have it ordered alphabetically. It is not there, just a toggle for iCloud Drive in the separate section at the end.

See if you need to enable items in iCloud Settings: Change which Apps Sync and Store Data with iCloud - Apple Support

On your iPhone or iPad

1. Go to: Settings > your name. 
2. Tap: iCloud.
3. Tap: to choose which apps you want to use iCloud.

Hi, I had the same problem. The only solution that worked for me was to log out of iCloud on my phone and log back in. Now it works again.

There we go. this was the one that helped me. I just didn't realize that the iCloud Drive switch would not be grouped with all the other apps.
