Airdropped photos showing up as .pvt files

This question was asked previously, but did not get a helpful answer. In my case I was taking pictures with an iPhone 13 and trying to Airdrop them to a iPad mini 4, iPadOS 15. As a result, a .pvt file would appear in the iPad's "Files" app but could not figure out a way of converting it to a regular photo. It turns out the Pad mini 4 does not support "Live Photos". Turning off Live Photos on my iPhone allows me to Air Drop the non-live photos onto my iPad. Is that the only way around this?
