Sonoma 14.1 problem with photo library

I downloaded Sonoma 14.1 to my 2022 Macbook Air 2 days ago and I can't access my 2 photo libraries from my desktop. I get an error message that photos is locked and the little cloud sign has a strike through it. I can still access photos normally in the cloud. How do I fix this issue or do I need to download all the photos from the cloud back onto my desktop and if so how do I select them all to download in one go?
