cannot creat folders in e-mail never had a problem until last couple of weeks

Did you try to update the IOS to the latest update and/or hard reset the iPhone?
Use mailboxes to organise emails on your iPhone or iPad – Apple Support (UK)
Because if pop has to be done from the email website login in to your email account, rather that on the iPhone, anyway if it was working for you you can actually try hard restart the iPhone and reset the network settings (tap Settings > General > Transfer or Reset iPhone > Reset > Reset Network Settings)

I have upgraded to IOS 17.1 and still can’t create new folders
Did you configure emails as pop or imap?
Pop I think. It was all set up for me years ago, I’m not technically knowledgeable I’m afraid and not sure how to check
