When you click that Mail menu, what appears below it? Does it look like this:

Control (right) click on Dock Icon for Mail and select Quit.

If that doesn't work, go to the Apple menu > select Force Quit > select Mail > click Force Quit.

Click the Mail app in the Dock.

What word is adjacent to the  (Apple) menu?

Control (right) click on the Mail Icon on the Dock and select New Viewer Window.
