email will not open or shut down. It has a dot on the dashboard

Control (right) click on Dock Icon for Mail and select Quit.
If that doesn't work, go to the Apple menu > select Force Quit > select Mail > click Force Quit.
Click the Mail app in the Dock.
What word is adjacent to the (Apple) menu?
