At best, you just bought out the remaining term of somebody’s cellular contract. At worst, you bought yourself a brick. Contact the seller, if they’re still available. If they’ve disappeared and as is all too common, then ask Apple if they can identify the carrier holding the lock. Apple won’t remove the carrier lock, but they can usually identify the carrier. Some carriers will unlock for their customer, some might unlock for others that are willing to pay, and some carriers will not remove their lock regardless.

Finding your Carrier:

Look on your back statement. See who pops up for a Carrier of sorts.

Did you buy the phone used? If not, who were you paying for cell phone service?

You pay your carrier every month for cellular service.

If you just purchased a used phone, you will need to contact the person that sold you the phone for information on the carrier.
