I can’t spend Apple Balance

For some reason, when I purchase an in-app item the payment always tries to be processed through my Card and not through my Apple Balance. Whenever I purchase (for this example, Robux) Robux, it always comes up with Payment Method Declined even though I have more than enough in my balance.

I can't make a purchase When trying to make a purchase with my apple balance, it says "your purchase could not be completed."
