I would like to watch roku when I travel
I am going to be traveling and have shows on Roku I want to watch on iPad or labtop

You will need to download the Roku app from the Apple iOS/iPadOS App Store.
If you want constant Intenet access, while traveling, to be able to watch online video/streaming services everywhere/anytime, you will either need an iPad with cellular data ability and an active cellular data plan active on this iPad.
OR
You need a smartphone/iPhone, with active cellular plan, that has a WiFi Hotspot feature that your iPad’s WiFi can connect to, to be able use your smart phone cellular service to stream video to your iPad.
In both cases, cellular data plan limits may apply. So, you might, temporarily, increase your cellular data phone plan to a larger data plan to have a sufficient data space plan to stream video data.
Another way to stream video, that is somewhat more limiting, using WiFi, is to use seek out locations that have free WiFi to be able to use your iPad's own WiFi feature to freely connect to the locations free WiFi services.
Like Donut/coffee shops, restaurants, fast food locations, hotels/motels, some off-highway gas/convenient store/restaurant combination locations, etc.
