Ultra 2 watch, not showing 24hr time, even when time is selected for 24hr format (using Numerals Duo face)?

On apple watch, clock setting is set on for 24-Hour Time, however, on Numerals Duo face, it doesn't show 24-Hour Time (only 12 hour time). I have paired and unpaired multiples times, and it still only shows 12 Hour Time and not 24-Hour Time even though it is selected to show 24 hour time.
