Unable to Add a folder to a folder on Home Screen of iOS device

I’m have several folders and apps that I want to put into one folder on my iPad I added two apps together and that created a folder, then when I try to add a folder to the folder, the new folders moves and will not allow the folder to be added. I also checked with existing folders on my iPhone and had the same results.
