Have you restarted your phone since you completed the update? Sometimes, that's all it takes. If that doesn't help, try force restarting the phone.

There’s a new update 18.1.1. And the usual drag and drop on top off app

I’m also having this issue on my ipad with iOS 18. I tried turning off and force restart but it did not work.
