You can experiment with the Retouch tool in the Edit mode of the library.
For the the top examples below I used Photoshop Elements' clone tool:
For the lower example I used the erasure tool to remove the entire background and the people I wanted to remove.
Ventura has a Quick Action via the Finder that will remove the background very quickly and efficiently if that will help you do what you want.

You can paint over the person you don't like with blue or green or something, and then the Quick Action will see that as background-- so you can get rid of people! But the background goes away, too, so you have to recreate that.
I've done the get rid of stuff thing with the "Stamp" tool in GraphicConverter-- same thing as clone, I think.
I didn't learn about it until a few days ago.
