Can't make apple ID
I've been trying to make an apple id, but every time I try, a screen pops up saying it can't be done at this time. I have tried waiting, but it's been weeks, how do I fix this?

Check what you are doing is valid and has all the information required. Sometimes an "at this time" message doesn't really mean something isn't working now but might be later, but is some other issue with the validity of the action you are trying to perform. It can't do it 'at this time' because you are asking it to do something it can never do with the information provided. Check Apple's documentation about the action you are trying to do and if you still have problems contact official Apple Support:

If you don't see one that handles your issue then keep experimenting with selections until you reach one that gets you a chat session or a telephone call and get the representative to redirect you.
