My card on contacts keep syncing with someone else’s

When I change my name and profile pic on “my card” in contacts, it syncs and changes that same thing on my mom’s phone and vice versa. The phone numbers still stay as our respective numbers. In settings, our profiles are still different names but the profile pic still synced. How can I fix this?

You should NOT be sharing an Apple ID. Apple ID's are meant to be individual and as long as you and your mom have the same Apple ID, this will continue to be an issue for you and her. One of you needs to erase your iPhone and set it up again under its own Apple ID. You can then use Family Sharing to share apps, etc.
