screen changed to bright white background color. How do I get back a softer sepia color?

Background color on macbook Ventura turned bright white, and is hard on the eyes. Ventura 13. something but I cannot read the software number as the numbers are too dark to see.

Do I need a repair for my new macbook? None of the settings I have seen recommended for background color, do anything to change the painfully bright white. Not sure what the terminology is for the color background for text. Is it background color?

When I open Kindle, I can see the sepia color but everything is much brighter. This does not have anything to do with turning down brightness. How do I remove this painful background color to something softer?

MacBook Pro 13″, macOS 10.15

It would appear so. Before concluding your Mac is suffering from some kind of hardware failure, reset its SMC and NVRAM in accordance with the following Apple Support documents:

Reset the SMC of your Mac - Apple Support

Reset NVRAM on your Mac - Apple Support

Be advised those procedures do not apply to newer Macs with Apple Silicon. They are for Intel-based Macs only.

After exhausting those possibilities, contact Official Apple Support.

after just holding the power button for 10 seconds then turning on, seemed to improve the screen. Sepia back on kindle app (which had disappeared and became white white too while using computer today) and contrast is better, even with extra contrast turned off. But screen background ( text background) and is still quite white, however night shift does turn it down. In other words, I am not certain it's back to normal. I have changed so many settings I am not sure anymore but it's better for sure. Have not done SMC or NVRAM yet, this was just holding power button.

No, I wouldn't characterize it as such, but display brightness, color rendition, contrast etc tends to be very subjective. If you perceived a spontaneous change that you did not expect, there is a likelihood of some kind of display hardware failure.

Try "Dark Mode" as described in Use a light or dark appearance on your Mac - Apple Support, but that may just be a workaround for a problem that needs to be fixed.
